Some of these rules need a massive rework. Absolute joke of a sport this has become. Touch on the ball is completely different from clearing it out of the play. The rules just look at if the defender touches the ball first. Should be about if that touch puts the ball out of reach for the attacker. Disagree with that rule specifically but there are a lot more wishy washy ones that are plain stupid or at least applied wrong.
