I think the 2nd reason (commerical sales) is something we as the fanbase on the forum can help the team at SI with by having a poll on which leagues would make us more likely to purchase the game (I'm always surprised by how many people are a couple or several editions of FM behind the most recent one) if they were added. When voting in the three polls I have created, you can select as many answers as you like, but think carefully about whether that particular league would have an actual effect on you buying the game. Some will, but not all of them. If there are leagues I have not mentioned (I went by the strongest leagues not featured for the two countries questions) then feel free to mention them in the comments.

How about the ability to play P2P friendly matches against other "human" managers? That would be a revolution with explosive interest...

SI is way overdue some new leagues, in my opinion.

A journeyman save in Africa would be a very interesting challenge for many users, myself included.

Also with the development (investment-wise) of nations like Qatar, Saudi Arabia, and UAE these leagues are now more interesting than ever.

Would like to have  more active divisions in Nederland's till tier 5 are nationwide competition's on at least semi-pro level - 

Next to that:  the Dutch reserve league is no longer a league for reserves, but a competition for U21 teams, with a possibility to come into the Dutch football pyramid.

In 2020 database file I have created to From Local Region Nordrhein-Westfalen Football Federation Niederrhein Total Teams 1543 new Competitions total 93

Info Local Region Nordrhein-Westfalen Have 2 more Football Federations Football Federation Westfalen and Football Federation Miitelrhein.

So in 2020 I created a file with 2 main Football Federations , Mecklenburg-Vorpommern, Niederrhein and its subordinate district football federations

In 2022 i am actually right now in research. so I finished all from Football Federation Mecklenburg-Vorpommern and subordinate district football federations

Then for structure not with all teams Sachsen, Sachsen-Anhalt,Brandenburg, Berlin and Hamburg and then U19 comps and U17 as U18 

This file should be For Northeast Football Federation short NOFV and and my mind was I would have the U17 as U18 so I must create for Niedersachsen, Bremen and Schleswig-Holstein to some teams and comps.

so created right now all comps from Berlin, Sachsen, Sachsen-Anhalt, Thüringen, Brandenburg and Mecklenburg-Vorpommern and to Hamburg But Complete is just Mecklenburg Vorpommern

Biggest problem with Middle Eastern leagues at this point is that we frankly need more researchers to rate players. I managed to do quite a bit over the last year, but it is still nowhere near enough.

I would love the Third Tier of Romanian Football to be available. My team Suceava have finished runners up 3 years running they need my help to get over the finishing line.

Also why are there no African Leagues?

It helps, but isn't essential - at least when dealing with attribute ratings. That's kinda required when dealing with player transfers and finding the right staff though. Assuming the data can be found...

+1, another point to notice is that leagues with high votes can be easily be downloaded via workshop. And they have regular and authentic custom databases as well, not India.

I had a 1860 Munchen save in FM22 and was deeply disappointed to see that my reserve/2nd team didn't have any fixtures (even when I told my staff to arrange friendlies when there was no weekly matches scheduled). This makes the German reserve/2nd teams completely pointless to have in the game, when you don't introduce the leagues the majority of these teams play in. 

SI should either have made a reserve league and make these teams compete there or introduce more actual leagues to Germany. Right now it's neither and makes it impossible to fully enjoy saves in Germany without custom databases.

We can only hope for added Regionalliga to Germany in future FM's, but that is what this topic exists for! :)

With Germany definitely being a top priority for more leagues, I would also love to see more lower leagues in good old England (hoping that I can pick Sheffield FC one day without custom databases), the Faroese League for some extra spice to the Nordic Region and finally more playable leagues in Africa (Egypt, Tunisia, Ghana, Nigeria etc.)

I would really love to see USA database expanded and playable!! At least have USL included a long with MLS Next Pro have full detail and fixtures. 
 

I really want to do an MLS save but not having the Next Pro teams active with real fixtures bothers me. USL being full detail adds to the country. We been seeing some quality transfers come from USL to Europe lately.

The most important leagues (at least the first and second division) from a country that is missing is Japan. I know licence issues is why, but if there comes a time where SI can get the licence for japanese football they need to pay it, because its worth it. Japan is the best Asian football country in my opinion, where we see an influx of their players coming to European leagues every year. There is a lot of young talent there and it would be a super interesting country to manage in! Im pretty certain it should also be possible to find researchers for Japan, as football is gaining popularity there. Getting the japanese leagues in FM should be a priority above any other leagues and countries!

Apart from Japan its a no brainer to see Cyprus and Ecuador as playable leagues. Cyprus might be a small island but every year their teams are representing in European football and they have some interesting players in their league. Out of all unplayable european countries (and thus their leagues) in FM Cyprus is probably the highest quality one of them all and it would be interesting to manage there and try to get a cypriotic team in the Champions League group stage!

Ecuador is another one that just needs to be in FM, it has many talented players and is the highest quality unplayable country missing in South America.

There are playable countries in FM that really aren't in there because of their quality or players, but because of selling strategy by SI (like Singapore, Malaysia, Hong Kong, India, Indonesia, Canada,..) so to see those in and not Japan, Cyprus, Ecuador and Paraguay is a little unfair tbh.

I know you can download editor files from people who enabled certain leagues, but it shouldnt be this way for good/decent football quality countries like Japan, Cyprus, Ecuador and Paraguay. Editor files can also be faulty and ruin your save, it happens many times. FM made record sales/income this year, surely there is room for just 4 licences more (and if not maybe consider ending licences from the unattractive countries that i mentioned before).

hear hear, yeah Japan is just a huge pile of licensing shenanegans that multiple companies hold some right to, but yeah really hoping some day it comes. cyprus though sounds very interesting. i mean they have gibraltar already so why not.

The licence for the first & second division of Cyprus is probably quite cheap aswell. I understand that there won't be tons of FM players (people who purchase the game) in that country, but like you said even Gibraltar is in and also doesnt have loads of FM players i imagine, and -with all respect- Cyprus is much more quality football wise with much more interesting players in their leagues and several interesting clubs to manage. I also see people doing FM saves in Cyprus on Youtube, so its not like nobody is interested in it. The other currently unplayable countries (leagues) in Europe are not really missed, but Cyprus is.

Well, I marked all of them, why? Because the more leagues and countries the game has, the better I think it is and I'd want all of them, every single one.
If I were to pick just one though, I guess it would be Cyprus since their main competition is pretty high up the world ratings, just below Denmark.

I want to add to the pile on for the addition of the Cypriot leagues, not just because they would be interesting and so on as other people have said, much better than I could, and not only because I am half-Cypriot, but, from a business point of view, there are quite a lot of us in the diaspora, almost as many Cypriots live world wide as in Cyprus itself, on top of which it's a huge tourist destination with loads of, mainly British, expats, so I figure there has to be some sort of reasonable market for it out there.

Is this still a thing? These days, fans do such a fantastic job making add-on leagues that it strikes me a better use of resources for SI to focus on improvements to the game.

What would kill the game for me and cause me to cease buying and playing it, is if the move to fM25 included blocking the use of fan-created mods such as extra leagues and graphics.

That can be debatable. One hand, no problem the fans can do it, but on the other technically we are buying a product from them.

The pricing depends on production costs. Unsure, what that exactly entails. If they need, to hire more people for these leagues or not. Also not sure, if SI pays to have these extra leagues in it... and all of this, among other things, affects final pricing. I think that FM is currently becoming a bit expensive.

I was under the impression that researchers were on a volunteer basis...

I also was under the impression, that the leagues were added based on what kind of research the team had on those respected teams, and not a licensing thing (since we are not allowed to discuss it, for some reason).

Anyway, yes, I think is debatable. Yes, fans do an excellent job in their spare time, glad there is an editor for it. They do this for the love of the game and these leagues. I think the death of Classic mode, was simply that, lack of an editor. You can question my reasoning for this. And yes, I think Si should be the one adding these leagues or have a more flexible editor, for example, the ability to add extra nations (existing ones or fantasy).
