Peterborough might be worth a shout. They continuously sign young players and sell them for a profit. There is a thread on this forum for them but having had a quick look I'm not sure what sort of budget they get. Bristol City might be worth a go and I'm sure Sheffield United have a bit of cash to spend. They did on 14 and I don't think much has changed. Leyton Orient had a takeover during the summer so they might have a bit of cash.

Other: I am looking into the possibility of rebuilding a team from scratch by selling the fringe players and bringing my own in it. Of course, the club should have some kind of finances to bring the players I want in. Doesn't matter if it's in Premier League or Championship.

Brentford, current squad good enough to get play offs. And with sugar daddy as owner. Built into background data is new stadium so when club is ready will build or if you ask for new ground.

Coventry City? Although that might be a little tricky. In real life Blackpool are run fairly well but the budgets are extremely tight. Alternatively Accrington Stanley in England as well. Very well run club but funds are tight.

In Spain Valencia used to have a fair bit of debt. I'm not sure whether that's still the case now.

Deportivo start with £56m debt and are one of the favourites for relegation from La Liga. You have no transfer budget to start, only a couple of extra £'000s in salary to throw around and only get 25% of any transfer income you can receive to play with.

....Or Racing Santander in the 2nd tier in Spain are tipped for relegation with £28m debt (and a club value of a mere £9m).

....Or Sporting in the same division with £42m in debt and only tipped for mid-table finish.

Key Players: Cuadrado, Gomez, Savic plus a good few more

Pros: Cuadrado!! Decent youth.

Cons: Cuadrado is wanted by half of europe

Level of Difficulty (1-10 with 10 being difficult): 7

Additional Information: Not much room to manouvre in wage market.

Other: A good youth academy/ training facilities to nurture young players

Please recommend me a team from each of the mentioned leagues. For the EPL i thought of West Ham or Everton.

Accrington Stanley. This is quite simply one of the most difficult in the game currently to get any amount of money flowing into. I enjoy the challenge myself.

Everton have a better squad than West Ham (at the moment). They would both be great long term saves. Maybe have a look at Swansea or Southampton too.

Hard to get even that kind of money in most second tiers, but for those just under £1m you have Bologna, Catania, Bari, Nurnberg, Düsseldorf

Novara in Serie C if you are willing to step down to the third tier.

They have a couple of really good players that could be in Serie A/B they also have some really good youth players.

They have a wage budget of just over 90k which is much more than the rest of the league.

As for transfer budget you will start with next to nothing, if you are willing to let 4 or 5 of your players go including a couple of your younger players you could end up with a transfer budget of almost 2 million, as long as you negotiate with the board for a higher % of the sales and negotiate the player sales.

Also a plus for Serie C is you can loan in as many players as you wish, Novara have a good enough rep that you can bring in some really good players, I won't go name dropping here though. ;)

The only downside is the board do demand that you win the league, I just finished my first season and I am really enjoying the save.

I also did Leipzig last season but this team is a bit different as they do not have a board that will keep pumping money into the club.

Novara in Lega Pro Girone A (Italy's 3rd division) would fit most of your criteria...you start off with £100k with the aim of achieving promotion but you can sell Vicari for £5m to one the of lower end Serie A teams. I managed to sign Pavelka, Odegaard and Vaclav Cerny using the funds from the sale plus getting rid of some of the other deadwood in the squad. They also have a decent size stadium, as well as good facilities.

For those who want to play a bit of Europa League!

Club: OL or Olympique Lyonnais

Division: Ligue 1, France

Transfer Budget: 3.2Mio

Wage Budget: 583k p/w

Finances: Okay

Board Expectation(s): Europa League

Key Players: Alexandre Lacazette, Clément Grenier, Samuel Umtiti, Maxime Gonalons, Yassine Benzia,...

Pros: It shouldn't be to difficult to get a Europa League place and get far in the E. L., complete squad, good attack and defence

Cons: A lot of the players are already around 30 years old, you will need to replace them after a few seasons.

Level of Difficulty (1-10 with 10 being difficult): 8 to win the league, 5 to reach E. L.

Additional Information: good youth system, it will be hard to beat Monaco and PSG ;), can you beat OL's own record-breaking streak of seven successive titles?

RB Leipzig. I'm just giving them a chance. 3.5m transfer budget, great facilities, 43k stadium, bunch of youth prospects (Kimmich - german woderkid to name one). The only drawback is being an affilate to Red Bull Salzburg but I didn't have a problem with them so far. They are predicted to finish 10th of 18 teams.
