It's always a challenge to win French Ligue 1 with any team bar PSG. It's pretty much one horse race with PSG losing very few points, making it extremely difficult to end their dominance.

Pick the weakest and poorest team of a country with poor competition. Which means the money from TV rights must be low and there must be a few teams clearly superior to the rest. If the top teams in the country are too weak, then you'll overtake them in no time. If the TV money is too high it will be too easy as well. So i'd exclude England and Germany. Winning the league in Portugal, Spain and perhaps France might be more difficult if you pick a team from the bottom level.

Im not sure its even possible for a "normal" player.

Presumably your best players will demand to leave and theres no way you can invest the cash directly into the squad.

Then you are at the mercy of regens who are probably going to be quite average from russia.

All depends on what the goal is
