Well, if your ISP advertises your package as 15mb/s, that means MegaBits, not MegaBytes. There is a distinct difference between the two. If you were downloading at 15 megabytes per second, im afraid you'd have one of the fastest internet connections in the US, probably not even available on residential lines. No, but it will only install once Steam allows activation. Otherwise you can enter the key and pre-load directly from Steam. All you need to do is wait until 00:01 and then install from disk. There are 8 bits in a byte. Divide your ISP claimed speed by 8 and you will get the maximum download speed in megabytes. For example, in your case, you have a 15 megabit download speed.
