They haven't let any other team win the EPL since the game has started (only Liverpool once came close, they had 78 points both but Arsenal won), and won the CL three times in 4 years. They were finalists in the season where they lost the cup! BTW, Norwich City have been promoting to and relegating from the Championship consistently, I have never seen them stay in Championship or League 1 more than one year. They clearly wanted another British manager, but the results were unsuccessful. Things got so bad they even hired a former England manager. He lasted half a season. Chelsea were relegated a few seasons back and spent 2 season in the Championship before returning, they've nearly been relegated in 3 out of 4 seasons. United have recently been relegated. They have this huge loan set (I'm assuming it's the reason) and after couple of seasons they transform into mid-table finisher or even get relegated and fade into oblivion. Chelsea won in the first season, but then Arsenal won four straight Premier League titles before Manchester United got their crown back.
