What does -10 in PA mean exactly?

I'm unsure of what it means when a players Potential Ability is -10.

Is this worse than 0 or better than 200?

A player with a -PA is given a random fixed number when a save is created.

-10 is the best and the player will receive a PA between 170 & 200 when you start a save.

Does -9 give them a fixed number between 140 & 170?

And -8 give them a fixed number between 110 & 140?

I used to know how it worked on older FM's when there was less - numbers, but not fully sure how it works any more.

I'm not 100% on the numbers but there is some overlap.

Something like:

-10 = 170-200

-9 = 150-180

-8 = 130-160

I am also pretty sure that 0 PA is completely random but always more than the players CA. There is a young player that can be signed that has a CA of 100 and a PA of 0, he always gets a completely random PA between 100 and 200.

I heard of this guy, on some saves he's really poor, could have say 102 PA but on some others he's had like 193 PA.
