In terms of transferring graphics etc over I just rename the FM22 documents folder to FM23 and crack on

Cracking scores here mate from what is basically a budget build. The fact that you can run High graphics on a 1030 shows you don't need to break the bank.
Your i3 also outscores nearly every processor that isn't Intel 12th gen on Benchmark A. For a £100 processor that is crazy.
I'll be updating the spreadsheet tomorrow and I'll definitely be doing the benchmarks for FM23.
I'll most likely keep the benchmarks the same unless anyone has any ideas for something different?

No need to do more than one run, i've tried that myself in the past and it tends to only be a second difference, if that.
I think you are right with regards to most managers not being involved in transfers, other than to maybe hand the board a list of targets that would fulfil what they are after. The issue with having this as a club vision is that it would take a lot of the fun out of the game. What most people enjoy most about FM is squad building.
Having said that at lower levels the manager is much more likely to be involved at all levels of the transfer process.
I think the current system is probably about right in that you can delegate transfers to the Chairman/DOF if you wish. I think there is definitely a conversation to be had about how best to go about this in a realistic way
Try verifying the integrity of the game files
From the Steam Launcher, right-click on the game from the Library and select Properties from the menu. Select the Local files tab and click Verify integrity of game files... Steam will verify the game's files.
I've achieved just one promotion (England 6th tier) in 15 seasons and I've now got that status. So my guess is that it's heavily weighted towards longevity
Benchmark your PC via this thread and compare it to other similar processors. You will then be able to see if the performance you are experiencing is normal
As above but just on high graphics.
You can put it on very high if you are only viewing key highlights, any more than that and it will stutter due to thermal throttling
