Has he played in 75% of all international matches for which he is available? If not, that will be why the initial application was turned down. Just like real life.

For an appeal to be successful (IRL) you have to show he will materially improve your squad in a way that other available players cannot. IRL it might be hard for Man City, but on FM the appeal might work. Did it?

Waiting on the result of that now. Also, he's 'Awaiting Paperwork' for Portugese nationality (how come it's 5 years in Portugal, despite Brazil being a Portugese colony, when it's 2 in Spain?)

How long would that take, if the appeal is also turned down?

You'd actually be surprised. Milner and Balotelli had made the AMR position a selection headache, even though they're not naturals. I guess now I have Hulk that I'll soon be giving Mario up, as problems are likely to start. :(

UPDATE: Appeal was accepted.

Firstly Brazil is a former colony (and then not really legally it was always part of Portugal proper until independance, for a while Sao Paulo was the capital of Portugal) it is now independant. Secondly rules are different for different countries, and can also change over time. The fact that Spain gives nationality after two years (though to represent Spain a player will have to reside there longer under FIFA rules) has no bearing upon how Portugal decides to give nationality. For example you have to reside in San Marino 30 years before gaining Sammarinese nationality, and for a long time in Germany a local town council could vote you a citizen (it's how Hitler got his).

It's not just calling a poster a Nazi. It's the use of Hitler/Nazis to discredit a point along the lines of "You did X. Hitler did X. X is therefore bad", also known as reductio ad Hitlerum.

Though the law in its purest form "[A]s an online discussion grows longer, the probability of a comparison involving Nazis or Hitler approaches 1" would cover this.

Pedantry over, carry on, nothing more to see here.
