This isn't an issue with the game; it's an issue with the add-on you used to get those leagues into the game. I'd post this over in the relevant part of the editing forum. This does not mean that they will necessarily not be in the full release. Still, you might want to confirm that they are actually in the game on the data issues forum. Either way, once someone releases a tier 5 add-on for FM2011 once it's released Scarborough should be back in regardless of whether SI have put them in or not.
