You can only use the Editor program which you access through Steam to edit the database before you start a save. You can't load information into it once you've started a save. To view hidden data such as PA/CA in an existing save you have to use an in game Editor program such as the one that SI sells. There are also unofficial editor programs but you'll need to use Google to look them up (and use them at your own risk as they have been known to mess up your data). The in-game editor you can buy separately as is already a part of the game.
