I'm using a no brexit editor data file in combination with Dave's file and this seems to do it !

Just noticed below problem after one season of holidaying:
Most of the players want to leave because of 'worried about work permit issues'
I have this in the rules(after using a no brexit file, if i don't use this, most of the players can't be registered)
So this seems to be the issue ? @DaveTheEditor

Yes i know , but the official have the same brexit issue (using a no brexit editor file is the way to go , it seems). And the official only have one tier, not the u23 tier , if i'm correct.

Just to let you know, gibraltar teams can't use or register their players, something to do with brexit ? Not sure if this is like in real life.

I put my save with Afríka Reykjavík on hold because I absolutely want to try the challenge in a country where no one has managed to achieve the challenge yet. Croatia ! Why is it that no one in this truly wonderful football nation has been able to reach the challenge yet ? I know why, just like Belgium, this country is subject to financial (bugs) issues. I think we will make less loss than in Belgium and I do not yet know what is causing it , but still I want to try it in combination with a savings plan: limit staff members, limit the number of contracts for youth players. I will try to monitor this season by season.
My first option was NK Belišće , a team with which @libbyshussgot a very long & good run with at FM22 But then the team with the highest reputation and fan base caught my eye. NK Sesvete ! We start in the second tier, which can be an advantage.NK Sesvete - Croatia - Intro - 2nd Tier - 1.NL

I decided i wanted to go back to the roots, played in the early days of CM a lot in Italy and i really like it. The clubs, the names, the amount of big teams in the Serie A...man i love it! I wanted a unique story and club so i was checking the teams to be promoted to the Serie C. I came across Roma City while i was using the custom database from Ridler on Steam. So i save scummed Roma City FC to the last place as they are eligible for the challenge this way.
There is no history in the club because it is a new club. In July 2022, Rome-born American entrepreneur Tonino Doino acquired Atletico Terme Fiuggi with the aim of turning it into the third club of the Italian capital. As such, he renamed the club Roma City and relocated it to Riano, in the outskirts of the city.

A disappointing season on the back of a tenth place finish last time out. We finished in the relegation group and only stayed up after winning the play-off.
Player stats were pretty poor with our leading scorer and assister failing to reach double figures.
The season saw two major departures as we lost both star keeper and star DM for a combined £13m. This has left us with a mediocre squad but has helped pay for improvements in the facilities.
Next season is going to be a tough one as we try and cling on to top flight football. The facility improvements and bringing in coaches/HOYD with optimal personalities will hopefully result in better intakes.
How is your balance looking ? And the profile screen of the players you sold? Tubize are one of the only teams that remained stable in my 5 year holiday test. All the other teams went almost bankrupt or had enormous debt.

Those who sign up get one of the nations drawn at random (no duplicates) so you get varied challenges and stories.
That's of course if that pack is eligible under the rules of the challenge

I know you never mind, i would mind (a little) if someone starts with Afrika when i'm nog really far in the save because it won't take long before they are ten seasons ahead

4.Deild C - 5th tier : I felt pretty quickly that this squad could do more on this database compared to the previous one. We finished second in our group after a win in our last game of the competition and were allowed to participate in the playoffs. there, we beat two stronger teams and so we are out of the lowest series after just one season.
Mjólkurbikarinn: We lost in the first round against 4th tier team KFG.
U19: They won the U19C group but lost in the promotion final.

Two subs will retire , and some players want to leave. If i can keep our four best players and introduce 4 or 5 players from the first intake, i should be fine for next season.

Afríka Reykjavík must be the first team about which I cannot find a wikipedia page and facebook page. This perhaps says everything about the hardcore challenge this will be. Hardly any players, very weak youth intakes and very difficult to get out of the lowest divisions.
Like Africanos Bragança of Portugal, this is a team with foreign newgens in Iceland. Very unique especially as it produces mostly Polish youth players, African and then players from all over the world. Why there are specifically many Polish and African players coming through from the youth academy is not clear but there are around 20000 poles living in Iceland. No more issues in this database: League structure, cups, u19 situation, subs rule , competition dates , everything seems to be correct!

I just don't know how we've done it. The team had no right being in the knockout rounds on pure quality, nevermind winning it. We got so so lucky.
Our goalkeeper rick forbes was absolutely working overtime, in the last 20 games he only got a rating under seven three times, and in the away benfica game he played at a 9.1, in the bayern game he played at an 8.9. He's the reason we made it to the finals and he's undoubtedly the reason we won it. What a player. Brad powell, at the young age of 24 is already a Wales national and he was involved in all 3 of our goals in the final, with a goal and 2 assists. He played at a 9.7, another essential figure in our team that we would be nowhere without.
I could continue but I think you get the point, our players played well above their skills, and that win couldn't be repeated in another 1,000,000 games. Wow.
League Performance
Very unspectacular league season. TNS took us to a fight until the end. They're a really quality team but they do not do well enough in Europe.
Here's the table. Ruthin are my biggest surprise in this season, they always seem to get destroyed early on and then come back in spectacular fashion, I love watching their antics.
Europe
No clue how this happened, again, its just incredible.
We got so, so lucky in playing no English teams in the knockouts. They always seem to crush us beyond comprehension. If you're looking at just the results it looks so mixed. We came 20th in the league stage. 20TH! I came 2nd last season in the league phase, equal on points to Real Madrid in first, but that season we got knocked out in the QF by Liverpool.
The Benfica away game was an absolute mess. a red for each team and a chaotic penalty shootout to say the least. Not sure how we managed to score 4 against their massively superior team but I was so chuffed to even be in the final.
Ollie James had an unimpressive end to his career, and sadly I couldn't keep him on for the penalties, I wasn't really sure there would be penalties anyway, that goal from Brad Powell was so needed. I love that man with my whole heart.
The Squad
I would like to reiterate that we do not have the quality to be near the Champions league final, and im still so confused as to how we reached it.
Like, I adore this man but this isn't what a CL final goalkeeper looks like attribute wise. But he played so amazingly that I can't really complain.
Once again, its like we're playing with a very dodgy league 1 side and we've managed to drag it to the CL final. Wow. Brad is a great player on the field though and thats all that matters. Jeez. I can't believe it.

Not a bad first season with a very strange senior qquad. I hope to make a bit of progression every year but am still far away from becoming a promotion candidate
There is a big chance that I will restart this save since someone is planning to release a good database without any cup and u19 issues for iceland . If this is the case I'll restart this adventure with Afrika, luckily I'm only in season 2.

Thanks ! just to be sure, what did will be the difference if i compare this with the gibraltar official file? i noticed a different 'end' table but groups are correctly split after 10 games. did you change anything else that could be important? just so i know i wait for your updated file or not The official file is fine concerning brexit rules and squad rules (holidayed one season).
