If not, he'll be eligible after 3 years but won't have played any games and so his CA won't have increased much. On the other hand, if his CA is high already and he's an international, he might well cross the threshold of caps earned to get a work permit early. Keep offering him a new contract after every few full internationals. If he's granted one it means the Home Office are satisfied and you can bring him home. FM09 is too recent to provide conclusive results, but from FM08 it's been shown that CA does not increase much when players are sent to clubs in inactive leagues. Major Exception Brazilians don't, probably due to their Portugese roots, I'd imagine. Poland and Belgium were always the quickest, if you call 3 years quick.
