For a Russian, fastest is 3 years - Belgium or Poland. However, do you have either of those leagues loaded? If not, he'll be eligible after 3 years but won't have played any games and so his CA won't have increased much. On the other hand, if his CA is high already and he's an international, he might well cross the threshold of caps earned to get a work permit early. Keep offering him a new contract after every few full internationals. If he's granted one it means the Home Office are satisfied and you can bring him home.

If he plays a lot of games for his country you can offer him a new contract and he might get a work permit out of it. If he's a youth palyer and isn't likely to be in the international first team then I'm afraid you're stuck with the feeder club option.

He will "play games" even if the leagues are not loaded.

Teams play games outside the leagues you loaded, this was a new feature this year.

That's irrelevent for the purporses of a player's development.

Pretty sure it is. It's been mentioned in the past.

I never noticed any difference in my youth players' improvement whether they went to an active league or not.

League reputation (found in the editor), club training facilities and number of games were far more important.

There are some fascinating threads reporting detailed experimentation and analysis of player development. FM09 is too recent to provide conclusive results, but from FM08 it's been shown that CA does not increase much when players are sent to clubs in inactive leagues.
