Veg
Tactical knowledge if he is the one scouting your next opposition. nothing more is really needed.
Cougar2010
Rumour has it that determination, discipline & motivation mean the scout works harder/quicker and finds more players but I don't know if anyone has ever tested this.

SteakAndChips
all obviously noble traits, but does it mean they will find me better players?
rinso
I always look for high determination in scouts, makes sense theyll look harder/longer for players. As Cougar2010 says though, its not been proven I dont think...
CrystalPalaceFMWinner
Does it make a difference what scouts you have because I am guessing they will scout the same players that you set them to scout (for example sending scouts within Europe). What makes scouts with high 'judging player potential' 'judging player ability' different to normal scouts? I employ scouts with high stats in judging player potentioal, judging player ability and tactical knowledge
Abaddon879
If you look at some of the best scouts, they tend to have high determination, and sometimes adaptability, which I have heard can help them settle when scouting in a foreign country. andysafc85
Sorry to change subject just a little bit, but on the 9.3 patch, what attributes are needed for good staff to get 6 or maybe 7 stars?
Abaddon879
http://community.sigames.com/showthread.php?t=107528 Have a look in the Tactics and training forum and you will find what you were after. A simple search usually does the trick
phnompenhandy
They will produce more accurate reports. Yes, apparently determination, motivation and discipline mean they will produce more detailed, accurate reports and find players more quickly. JPA and JPP are the key attributes tho', except for the scout next oppo guy - JPA and tactical knowledge are important there.
