You sign a player but to keep the transfer fee down you offer the player back to the club on loan but the buying club pays wages. It could be useful if your scout says he is decent for your level but excellent at his own club. He can then develop a bit more at his own club and if say come Christmas he has developed enough to be ready for your first team you can recall him for a small fee (like the markup on the transfer fee you are saving by negotiating this deal for a smaller transfer fee) otherwise people could work around high transfers by doing this and then recalling the player for nothing.
