What's the tiniest playable team in the game (that's capable of eventually qualifying for Champions League/UEFA League)?

Do you mean from a Level One/Top League?  In theory any team can qualify for European football if you're prepared to put the hours in. If you load up the editor you can search for leagues and teams by reputation.

Depends on how you definite "tiniest".

It is possible to get teams from the 3rd Icelandic division or 5th Swedish division promoted (if you holiday a year) into an active division.  These would be pretty small.
