I just finished building a new computer and I also have 4GB of ram but only 3GB would show up in Windows. For example if your graphics card is 512MB then the 32-bit OS will address the full 4GB but only give 4GB minus 512MB to the OS and your applications. PAE is working but because your devices such as GPUs etc need memory space then this will be deducted from the 4GB.
