Matt ex SEGA
Make sure Steam is up to date, and make sure you've restarted since you updated it last.... see how you go.

Kriss
When you say you reinstalled Steam, you don't mean you created a new account do you? because I've never seen anybody report this problem before?

Tried to contact Steam support and no response, £30 quid for an unplayable game, bit of a let down really.
Wiitastic
I know it's silly but have you clicked on Library tab of your steamed account ? if it's not there, do a search for Football Manager 2012 in Steam and see if it suggests you buy it again. leumd
I'd also make sure you haven't got your library configure to only show games you have installed, rather than all games you own.

How about actually try resolving something yourself instead of blaming your lazyness on others? Steam doesn't ever delete bought games from an account. It's YOUR settings that are causing this. I will bet you dont have "All games" ticked in the Library. Here, now you got your 30 pounds back that steam "stole" from you. next time use google.
