original question, yes if you drop 20k off the bill it will become available, ai works as a calculator and deducts and adds as it is used.

Q2 probably as the board will possibly up your wages but reduce your transfer funds accordingly, like you do when negotiating your manager contract.

You could always allocate some of your spare transfer budget to your wages. That way instead of bringing down your wage bill, you will be increasing your wage budget. It won't help financially, but the board will be a lot happier. To do this go to the board room, and click on the 'budget adjustment' located at the bottom right of the screen, and adjust your budget accordingly.

im 12k over the wage budget. If i release some players will this lower it immediatley or will compensation keep it the same? Also if i keep it at 12k over will this influence the next season transfer budget?

It'll lower it immediately, but don't forget the compensation releasing the players from the club will hit your bank balance!

If any of your players are aged 32/33, offer them new contracts and they'll generally ask for less wages than they earned previously.

It's not a bad thing to be over the wage budget though, 12k is nothing really. The Board will reset everything next season based on your bank balance at that time in the July. So no, 12k over now will not effect your budget for next year.
