The offside player challenges the defender for the ball, I don't think you can get much closer to "active participation" without actually touching the ball than that.
Denmark didn't looked like it had any drive during any point of the game I saw. Shocking contrast to the Euros where their drive was what got them so far.
It looks like a lineup that's mostly worried about not losing, which is a bit silly against Qatar. Not to mention vGaal apparently not wanting to sub out any of the underperforming players despite some solid (if not even better) alternatives.
Just don't play Müller as your striker. Löw tried it all the time, it never worked. Yet for some reason Flick looked at it and went "I'll do the exact same thing Löw did, but I'm sure it will work when I do it!". And surprise, it didn't work.
