Have you tried Club Vision? I have done some small tests in the Caribbean and there it looks like you can set a vision to have players from a certain nationality. It works at startup at least as much as creating regens/newgens with the applicable nationality. It's not perfect but seems ok-ish.
I think you should do anyway. Basic rules work for the simple things but with advanced you can customize more. There can be more errors of course but I find it's worth it.
Ok, I misunderstood. That's odd. Unless another file is overruling this I don't see why it would happen. Is it always the same alignment?
Btw, have you set regional boundaries for the regional division themselves?
I have seen the game try to "fix" this myself. It will move some teams to make sure all division have the same number of team. Is that what's happening? I mean, I think setting min and max number of teams should prevent it but would be good to verify.

Regional leagues in general are difficult. Because of the dynamic relegation where you can have extra teams that's supposed to be relegated into one division and the game don't understand it's supposed to relegate extra teams from the lower division etc it is prone to error.
You can minimize the risks by doing things such as setting regional division on each level for all team. This way the teams should end up in the correct regional division, if possible. For each league on each level you can set to which leagues there are promotion and relegation. There are more things like this but that would be the first things to consider.
Ok, then it's the correct one. Then I think this is really weird. I don't think I've ever seen the rules not verify and not been given a reason for it.
I would do a cosmetic change somewhere in the rules(maybe setting kickoff times on nation level or something similarly simple) and try to verify again.
If the file refuses to verify and just don't do anything then I'm lost for answers.

There's a difference between testing rules and testing competitions. Only the first option will verify the division levels.
You absolutely need to add new players(names) to the database. What's worse is that many nations have a hidden name pool that won't change whatever we do in editor. I don't know if Andorra is such a nation but it sounds like that's the case. This name pool will influence the generated names(but will be partly mitigated by your added players).
I presume you have changed the language of the new nation. I would also suggest moving it from its region.
I'm a relatively experienced editor and I know there is an option somewhere to fix the name pool(somewhat) but SI have never updated the editor GUI to enable this.
There is one that works in the opposite direction. It states for how long a club will keep its status once relegated.

Yes, but these are superficial changes that I think Wolf_pd already knows how to do. What he is talking about is to unlock a hidden option where you can set percentages for clubs and nations for how many will be of certain nationaities. .
IME, this is mostly because the finances don't add up. Personally I mostly see non-contract players but I'm also more of a LLM/exotic league player.
Otherwise you can dd Full-time contracts to the league in the contract tab in the editor.
I'd guess that one of nations activated is Tamil Indian which I've never seen in game but guess is used for regen/ethnic purposes(and then obviously not in the open)
I'm setting up a club to be a 2 club for me. It works, but the problem is that the first team's youth players are also sent there. How can I avoid this and keep the youth team in the main club?
