Using goals or assist totals to scout for possible transfer target.

Are looking at a player's  goals or assists with another team useful when scouting for a transfer? If so how much importance do you  place on those specific stats?

Stats like these are a part of the decision process but would not be a dominant part- there are so many parameters to take into account.

I have thought about this in a larger context. 
could you purchase the players with best tackle and heading win rates and sign then etc. in terms of a moneyball concept and it be successful.

I wouldn't trust stats from a league that isn't being simmed on full detail level. Even if on full detail, the stats can be dubious. Struggling clubs will have very low ratings and goals scored totals, and the one good player on the team that you are scouting can't necessarily overcome the fact that his teammates aren't any good. The match rating figures are particularly deceiving since they are predominantly based on team performance rather than individual ability.

I would be considering roles they are used in. If I am signing a young player for the future then I am going purely on attributes and scout reports for the most part as I can mould them. If I am looking for someone for the first team and I play a patient controlled possession tactic with narrow flank players, then the assists of an out and out winger or goals of someone who played purely as a target man are irrelevant.
