If you mean segunda B (3rd tier) the number is just the sub division of it (like vanarama north/south in england)

You will get promoted to segunda division (2nd tier), 3rd tier has a weird play off system so even the champion of one group doesn't have a secured spot in 2nd tier (in exchange they get a second chance of sort)

If you click the league in question, then Rules, then Structure, you may see the leagues above and below.

It seems to me that lower leagues in Spain have hundreds of clubs from multiple regional leagues competing for just three promotion positions during the playoffs.... It's nearly impossible to be promoted.

It's tough, but definitely achievable with the right calibre of player. What makes it especially hard is that most of the big teams have B teams in the lower leagues, so there's no reason for them to loan players to you.
