Yeah, giving the spot to a team who lost against Wales would definitely improve the tournament... The playoff system this time was weird, but that's how it is. There are always "better" team, who don't qualify, and "worse" team who does. It's one of the charms with such a tournament.

You always need luck in the playoffs, but wouldn't call Wales a horrid team. Their among the weaker teams, but played a good half against USA, so still much better than some of the worst team at the tournament.
