It allows the player to try the unexpected. A difficult pass, a difficult dribble, showboating, and so on. A little Flair is always good as it means they will not be boring, generic players. On the other hand, Flair with no Creativity is useless and Flair with poor Decision Making could be a catastrophe. For strikers, it's always a useful attribute as long as you have the other attributes to pull it off - rather like Aggression, I suppose. For example, attacking midfielders with high Flair values will try difficult passes in the final third more often. If they have a lot of space, they won't need high Passing attributes to make excellent passes. On the other hand, attacking midfielders with no flair would be rough equivalents of someone who passes to the strikers' feet again and again.
