What influences a staff's rating of a player?

FM 20.

In my current save, I'm in the third season with Manchester United, and I play an aggressive 4-3-3 that uses an Inside Forward on the left. 

My main player there is Martial, who is almost 15+ in all the key attributes nearly. However, when I look at comparisons or at the Team Report, all the staff recommend Rashford, rating him as the better player. They even say as much in the player report, calling Rashford an "Important" or "Regular" player, whereas Martial only makes the grade as a "Squad player". 

Attribute-wise, Martial is superior in everything key and favourable, except Long Shots. On the reports, there's no flaws related to consistency etc.

 

So, what am I missing that is causing the staff to recommend Rashford over Martial given the attribute comparison favours Martial? (I'm obviously ignoring their advice here, as I feel it is wrong attribute wise, but I'd like to get a greater understanding of how these reports/comparisons are made, maybe I'm overlooking something?)

 

Edit: Forgot to add, all the staff providing the reports are 15+ JPP and JPA, even the 20/20 coach is favouring Rashford > Martial in any case. :)

star ratings are abit iffy if you will accept that and change constantly as your players change.

 

im a weirdo i will always have an ass man with 20/20 vision or at least 20 on judging potential. and i will cycle him every 6 months to a year, briig in someone new to see the stars change hehe

Not saying this is the reason in this situation but staff rating seems to be heavily dependent on he player's recent performances.  Its crazy how the staff's assessment can go from top player in the league to not good enough in the space of two months if your team had some tough matches.   In the end, always remember that it is just your staff's advice rather than the absolute truth on the matter and your staff use their own preferences to decide these things and they are frequently wrong.

3 months ago people were claiming that Arteta is the best thing since sliced bread,
