Cover duty defender needed for first tier football (Spain/England)

I'm looking for a young player who could play in the second CB pairing of my team. Looking for speed and footballing intelligence (Concentration, Anticipation, Positioning, Decisions). Would Luis Abram or Lucas Martinez Quarta be good, or are there better players for comparable money?

Funnily enough, I am referring to Valencia when I meant Spain/England. I'm looking for a young replacement for Garay, first season.

Assuming modest budget, willingness to develop players, play them in cup competitions and as your 3rd/4th CBs...

He doesn't start out with much pace (in 2019/20 anyways) but Eduardo Quaresma from Sporting in Portugal is an excellent option, if you are happy to bring him along until he's 20-21 and can be in your starting pair.

Another option along a similar path - could be cup competition starter and grow from there - is Kevin Ehlers in the Bundesliga. He is also a cheap buy.

I've got about 10 million euros. The Cb would be playing every other game, as I like to rotate, particularly when having European games to worry about.
