Scout David Trezeguet has a "very good" worldreputation as scout. But he's not known for having disovered real jems or bringing in topplayers at Juventus or other clubs. I suggest that reputation of a scout is based on the players they have "discovered" and who turned out to become real good (performing) players. For instance: a scout of a lower league advises a youthplayer because of great potential. That player eventually develops himself into a premier-league player. You can measure the "growth" of a player (and therefore the quality of a scout ) by the competion or clubranking the player plays for. The reputation of a scout must be based on this. This means a scouting can make a career as his reputation grows or even declines as he could have advised players that never reached the potential the scout thought he would have. Another way to measure reputation is by received transferfee for the advised player or playerperformance at their club. A player from a mid range club in La Liga (Spain) can perform well at a top3 club in Spain.
