Thai League Counting Thai Players As Foreign

I've been making a Thai xml with slightly altered rules on foriegn players, but no matter what I've tried, it always considerd Thai players as foreign in the top division. This doesn't seem to happen in the league below which is strange.

I haven't tried the base file. I edited the top division to use the same fixture rules as the M150 Championship because the fixture rules of the top division aren't consistent with the lower division, then added  squad size limit of 99 for all playable divisions. Then I simulated for a few months and I haven't faced the same issue you faced so far. It's strange, but it seems to work fine for me.

HOWEVER.

You've added a "non-EU" rule to the Chang FA cup fixtures rules. It makes no sense for Thailand and it indeed causes issues as pictured below. If you hover over the "Fgn" information icon, it does tell you that the issue is that the player is "Foreign - Non EU Player" before playing a FA Cup Match, like in the screenshot below. And a quick look into the Editor confirms that.
