There should be a button to remove scout reports from all the players scouted

If a player is scouted even a little the game adds them to the scout mail, when they get put on the loan/transfer list, this result in having to click past a ton of useless players.

Then simply tell your PA not to add them to your shortlist, and when you find one you want to follow, add him yourself

^^ exactly. It is due to the fact that scouted players get added to your shortlist, which in turn means you are subscribed to them.
