Regens.

Regens were new players created by simply recreating older players after they retired (Regeneration). So for example, after David Beckham retires, a 17 year old English right/central midfielder would come through the ranks at a random English club with the same potential ability of Beckham. It essentially just takes them out of their current club, makes them younger and restarts them as a youth at a different club. This system is no longer used, but the term 'regen' persists.

Newgens are what we see now. They are newly created players with no previous persona, generated by assigning a new player a nationality, name, attributes, CA/PA, etc. It is very much guided by reputations, youth facilities, and so on, but is infinitely more random than regeneration. In the old system, lesser countries would never be able to get any better because they could only ever get Regens with potentials as good as players that currently exist. However with Newgeneration, it is possible (but incredibly unlikely) that an American Samoan striker could appear at Arsenal with a 190+ PA! There is more variation, less predictability and the footballing world as a whole is far more dynamic.
