The star rating system shows how a player rates when compared to other similar players at his club or around the league.  However, they are an assessment provided by your staff members, and staff aren't always 100% accurate - so use them as a guideline.

As a yardstick, a player with 2.5 stars will be about average in comparison.  So a player with just 1 star (as in your example) I'd expect to be well below average and thus not very likely to become a good player for your team.

Can't tell you much other than I scout, scout, scout and then scout some more. Regions and competitions, including youth competitions.
