Does home / away desingation matter in neutral fixtures?

Wondering as I have Man City coming up in the league cup final.

Knowing how difficult it is to beat opposition while playing away, does the game realise that the fixture is being played at a neutral venue and treat both teams as equal?

Can't say I've ever had an experience that would lead me to believe there is any difference or advantage. Neutral seems to mean exactly that in the games I've played.

The one caveat I would put is this: when the 'neutral' ground is actually the home of one of the teams involved (ie: Madrid in a CL final at Bernabeu) then they seem to have an advantage, but that could just be my perception and my team being nervous in front of a massive CL final crowd.
