Maybe a better fitness coach, who specialises in strength training would help? I havn't seen this before, I would check your training schedule, make sure you arn't overworking players in training, and that your fitness coaches are correctly allocated. Bit left field, but maybe requesting a training facilities upgrade from the board might help?
