I am playing in Spanish 2nd Div as well and I have 6 Argentinian, 1 Brazilian and 1 Uruguayan in my squad, but the all have at least one other EU nationality in the personal tab. If they were in an unplayable league then they must have signed him because there were no squad limitations before when they weren't participating in a simulated league.
