I never manage to have the staduim expanded due to the fact that the staduim is owned by the city. and as the avarege attendance is around 71k for years now there is no need to build a new staduim. the whole idea to bulid anew staduim is to help the team financily by having a staduim and that what is going to happen in the real life as inter are building a new staduim which is gong to be ready at 2014. But if the new situation is modelled correctly you should make money overall - that's the reason Moratti wants a new stadium. No rent money getting paid; new revenue streams (leisure and business space); etc. But yeah, in the FM at the moment, it'd be counter productive.
