Usually, the TV money/prize money is revaluated each season depending of the reputation of the league. However, the evolution of those value is based on the default values in the database. As such, a small league with little TV money can never reach the amount of money the top 3 leagues have; which also means that by the time the league reaches an excellent reputation, the league's TV and prize money will not be the main source of income of your club anyway.
