I was bored and decided to create a empty football club called PES United. They are initially playing in English Northern Premier League Premier Division(Level 7).
Be warned that this db has no league structure associated in it, so you need to wait for it to be promoted to National League North.

The game does allow u17 and even u16 tournaments. I have added both u17 and u16 leagues in my Canadian expansion file. You just need to make a couple of changes to the 'comp editor' file in the editor. It is a simple enough task though.

It was confirmed that the U17 World cup will become 48 teams starting from 2025.
I quickly get to replicate it on FM. Due to the lack of info on qualifiers, i Picked randomly from the top 16 team from europe and asia, top 8 oceania team, top 20 CONCACAF team, all of The South America and Top 12 of Africa in order to decide the qualifiers.

Accorrding to FIFA, from 2025 the U17 World Cup will become annual, though no details was given. The Only Other Source of this information is from Blackian Websites, so it is [citation needed]
This file adds an Annual U17 World cup of 24 teams, starting from 2025.due to the experimental nature of this file, no qualification tournament were added. The continental Slots remains the same, except that now the Nations are ranked by world rankings, to determine the countries playing in it alongside the host nation.
