Takeover by tycoon but no money

Playing as Bournemouth. Finished 3rd (was a bit easy sadly). But at the end of the season there was a takeover. By a Saudi tycoon, it said I’d have a transfer budget of 120 million. Except I didn’t. There was a transfer embargo then the new owners came in but the new transfer budget did not. It stayed as it was.
 

There were increases to training ground and things like that, but no notice of where it would come from…

also, I asked for an increase in youth level, it was denied, but the very next news item said that there would be an increase in youth level, right after the one rejecting it. 

 

so, TL;DR, new tycoon board, promises big transfer budget but fail to deliver. False news, or bug, or me not paying attention to finances?

Happens a lot. SISU at Coventry, the dodgy (criminal) dude at Birmingham. The way of the world these days.

So is it a bug or is it the media lying to me and getting my hopes up of getting messi?

Could be a bug but I'm saying it happens in real life, so probably not.

If it was a media article that said you would have a 120m budget I think it's just media sensation. If it was some internal memo, then I'd be a bit more inclined to consider it a bug, although new owners overhyping their own involvement is obviously nothing new either.
