What is the difference between Pick Random nation from list,rotate between Nations and Rotate nations (year interval) in the host nation selection???

• Pick Random Nation from list: Every nation has the same chance to be picked as the next host. So you can end up with the same host in consecutive tournaments
• Rotate between hosts: the host are rotated in order appearing on the list
• Rotate nations (year interval): the hosts are rotated in order appearing on that list and a host will reappear as host based on the year interval

I don't see much difference between the second and third option as it seems that if you rotate through the list and reach the end of the list the game goes to the start of the list again anyway.
