[Suggestion] "Negative" values for variable attribute ranges

This is a feature request inspired by a post in the Netherlands Data Issues thread, where the researcher said limitations in assigning players 0 for randomised attribute values means that, in two different savegames using the same database, a player can have either 1 or 20 for their determination or natural fitness attributes, which is of course a massive difference. What I'd like to suggest is assigning "negative" attribute values similar to the current system for assigning negative PA, where -10 gives a random number between 170-200 PA, -95 gives 160-190, -9 gives 150-180, etc.
A system where assigning -10 to determination gives between, for example, an attribute value between 15-20, or -75 for 10-15, would allow much more precision for the younger players lacking data/certainty while still keeping some randomisation, and meaning the players would be more accurately represented across different savegames.
