[Suggestion] Set a minimum PA

The PA values for annual youth intake is far too unrealistic. A players potential should not be determined by the reputation of the club or its training facilities. Although I do agree that higher reputation clubs attract more talented players, but what if a talented player joins a low level club only because it is the only club in that region. 

An example of a low level club (at that time) producing a good player is Ebedei in 1999-2000, which produced Obafemi Martins (when at the time the youth facilities were rated at 1).

I suggest that SI increase the minimum PA of regens to 20-50.

This means that even if the club has 1 youth coaching, the minimum PA value for a youth regen is 20-25, while a 50 PA is rare (only 1 player appears every 5 to 10 years).

A 20-50 PA regen will still stay at the lower levels, but at least it is better than the 5-15 PA regens. When a 50 PA regen has a CA of 1 at the start of the game, the maximum he is going to ever reach at the club (if the club is an amateur club that does not improve) is around 20-30.

Maybe SI could create some additional templates for the nations, which could randomize the PA of regens, this way there could even be a small chance (1 out of 10000) of a 130+ PA regen appearing at the 1 youth level club. Clubs with low scouting ability will rate the regens with 130+ PA with only 3 stars if their CA is low.

What most low level youth players are lacking is the right guidance and opportunity to reach their full potential.

If a African millionaire buys a small 3rd League club in Nigeria and hires the best coaches for the team, do the players at the club still stay at 15 PA?

At least I do not think so.

Although a 15+ age player has already their potential set, a player from Nigerian 3rd league can at least reach the level where they can play at the Nigerian top league (with the best of them at their peak reaching 60-80 CA).

The next generation of players will have higher potential due to them being trained at a younger age.
