Transfer Embargo for all clubs

So, in the Editor, i've added a transfer embargo to all clubs with the start date of 01/07/2013 and an end date of 30/06/2015 (trying to have clubs develop rather than buy) and left the appeal date blank. Its saved for all 48k clubs and i've loaded the game. Lo and behold, transfers are coming in thick and fast after 1st July. Does anyone know why its not kept these changes?

no idea ive done this and it works fine..........I will load file later if you like Ive done all major countries/leagues so some of the smaller clubs can transfer if you want to change that you can
