How to have different amount of teams in the same league in the next season?

Some background: A real-life league started irl with one less team than is customary due to a league decision. Next year, business will resume as usual as one more team will be promoted from a lower division than will be relegated.

i.e this year Division 1 has 13 teams, Division 2 has 14 teams and Division 3 has 14 teams. From next season, Division 1 will have 14 teams, Division 2 14 teams and Division 3 will have 13 teams.

Can this be implemented in the game, even using the advanced editor if necessary?
