My view is that OI's overide team instrcutions and whether a player has a team instruction or a specific PI it makes little difference. The idea of OI's is that you can have players set to something like Easy Tackling, but may want one specific opposition player hard tackled. If OI's didn't override PI's, how would OI's work?
