How would you instruct the number 1 passing team in the league?

Would you play short, hi tempo passing? Would you not give any team instructions? Would you give individual instructions to creative players to play more risky passes?

Depends on everything else about your team. Depends on the movement, pace, strength etc etc. What else does your team comparison say? What else can you say about your team and key players. A better passing team can use their technical superiority to keep the ball, or, they can use it to transition quickly (counter attacking).

All the Passing stat tells you is the accuracy of the player's passing. As llama says, choosing a strategy would also depend on other attributes like Creativity/Decisions/Quickness/Off The Ball/Technique etc.
