You'd need each pc to have the same user details in Steam for it to run, surely?? eg. Brothers Johnny and Jimmy want to install one copy of the game to each of their PCs. Johnny buys the game on Steam and it runs fine. Jimmy would have to pay to get it to run on his Steam account. Or he'd have to log in to Steam using his brother's details.
