Generally speaking, is it better to loan out a young player with good prospects (i.e. not some crappy youth player I don't care about) to a team with average training facilities but in a playable league, or to a team with good/top training facilities in a non-playable league?

I've read other threads that indicate the non-playable leagues don't improve your loanee's CA at all.

But surely if you have signed him in the first place then a work permit has already been granted?

I think he may be saying he IS a Brazilian club and wants to loan a player to England.

You're right about the inacessible league issue, it doesnt improve your player at all.
