No. Its where the Keeper is subbed on for an outfield player, as an outfield player is also put in goal for the keeper that was sent off. What happens is, the 'keeper gets himself sent off, and the minute the ref shows him the red card one of the outfield players (in this case the right back, I think) automatically becomes 'keeper (and transforms into a goalkeeper's jersey) because I'm guessing there has to be a 'keeper on field at all times (ever needed a late goal and hoped to throw everyone up for a last ditch corner to grab a dramatic winner? You can't as somebody must remain in goal). The right back takes his place in goal for the pen, but then the manager makes a substitution and brings an(other) outfield player off for the substitute 'keeper, who also takes his place in goal for the pen. Both the right back and the sub keeper, therefore, are in goal for the resultant pen. When play resumes in the next chance, the right back returns to outfield, the sub keeper remains in goal and everything is back to normal.
